I think the strength thing is a big issue. Bar some outliers and a bit of bravado when people are young, I don't think I've heard people clamouring for weed that melts your face.
However, as a starting point if we adopted a harm-based approach to drug legislation they you could keep skunk and spice at higher classifications which are illegal and allow for legalised lower strength cannabis. Purely vibe-based opinion, but if that happened I bet you'd see use of high strength cannabis drop off a cliff.

Personally I would classify them using a harm-based hierarchy, but I wouldn't retrospectively change the sentencing/legality that goes along with them.
Hope that makes sense.
My strategy is a gradual process. The first step is realignment based on harm.

I remember when drugs + clubbing started to go mainstream the pub lobby were going apopleptic as younger punters were now not buying drinks at all in clubs and bars* (usually independent businesses) not in the big brewery-owned pub chains.
*also in fields and aircraft hangers.

He's in a desperate position at the mercy of the ERG side of the party. Steadied the ship after Truss, but the ship was already sinking. Probably spend between now and the election firefighting internal issues than being able to set any agenda of his own. Labour should step up and take advantage. Keep the Truss-teng experiment and Boris parties fresh in everyone's mind at all times.

They're a glass half full bunch aren't they?
A friend of mine had a smoke of the legal weed in Canada and said it is quite a bit weaker than what he normally smokes over here (UK). If it was legalised here and they got the price right then hopefully people would switch and the really strong gear would be less sought after (maybe).
