I know nothing about paint finishes - what’s the difference between this and straight metallic?

Flams are coloured lacquer over a metallic or pearlescent base coat.

Had a real good look at this before treating it with ACF50. I know very little about frame building, but the quality is obvious.

Cooper branded rear dropouts but what really stood out is the complete lack of vent holes. Does this signify a certain style of building, was he just a wizard?
