just think it's impossible to get the people who are anti immigration to care about that distinction in a way which makes people safer; withdraws motivation for labour not to just ramp up the anti immigration rhetoric when they see a threat around elections. we see this in the states currently with trumps first run vs second run and how biden embracing republican border policy whole hog has only normalised it and allowed trump to go further. even if they do not win electorally they win politically and ideologically.
