Well, probaby similar to how lockdown was enforced.
In the case of the beaches near my parents house, (very lonely and bored) police patrols and fines.
EDIT: Oh and curtain twitchers calling the police if they saw anybody sitting down for a few moments instead of obviously exercising.

Be interested to see how they will 'Close' beaches
After ten years of austerity and shrinking police numbers the simple answer is that we'd have to ask nicely. Policing is now very much by consent, they don't have the numbers to control anything other than a small crowd if it really comes to it - they Police themselves say that if we had the London riots today they'd have to stand back and leave the rioters to it.

I dunno. Surely you do it two fold;
1) physical barriers and close car parks,
2) police by identifying the most high profile beaches and station 1-5 police at the key artery points handing out £2k fines reduced to £200 if you pay within 14 days.Nobody cares about Stonehedge running on a remote beach. What they care about is thousands of dickheads on the main beaches.

Also, the train doesn't go to Donaghadee. Bangor is the end of the line. Could walk to Groomsport from Bangor though.

Have you been to the area?
The whole north coast of NI is lovely, and the scenic route is great. You can also take the train up, you won't see as much with the car but still get some views.
Get parma violet icecream if you ever make it down :)
