I'm afraid I think this scheme would only be roundly (see what I did there?) abused by @hippy.
Before heading off to your local cycle track, travellers should be aware that points are awarded for the number of trips taken, rather than the distance covered. Whether you travel one kilometre or 10, the points will remain the same.
Beer and ice cream for cycling extremely short distances?
Having said that, I hope it's not Italian beer. :)

Everything is abused by hippy.
There's some nice Italian beer about these days.
I went through most of the menu here one arvo:

If you mention peroni and italian beer quality, I shall forever know that you love fosters.
Moretti is the nicer beer.

Do you see Peroni or Moretti written anywhere there? There's loads of other brewers in Italy, making some very good stuff.

Hold the front page! :)
Good to hear there's a microbrewery movement in Italy. I was mainly thinking about mouthwash like Peroni.

I've been quite surprised the last few times I've been there. Sicily had some, up north in the mountains near Giau had some nice brews. I've not been to the major cities in ages but if the little towns have craft brews then the cities must be dripping with the stuff.
Can someone ask Mr Khan to setup this scheme in London.
