Fully lugged.
Wrapped seat stays to seat post.
Campagnolo dropouts.
1" headtube
I'd imagine it's some sort of higher end 531 such as C as its lighter than my Roberts 531.
27.2mm seat tube.
1" threadless sealed Tange HS
Mizuno approved full carbon forks.

I'm not 100% sure as to the builder but it is definitely a very nicely made frame. It may be Rourke as I've done a good bit of research and I've found track frames that match very closely/exactly. Holdsworth also made similar, namely their high end track frames. Open to any input and ideas. Will post pics when home.
I have emailed a number of builders with the serial number so shall see what they say.
Frame has unfortunately been repainted some blue colour which I have started stripping as it was woeful. Will require some sort of spray/powdercoat of sorts but could make a beautiful rat bike :)
BB is stamped with a serial number as expected. I had to remove some paint to expose it.
Spots of surface rust but all are superficial.
Some scuff marks on the fork carbon steerer from the stupid stem clamp but works as it should.

Frame is completely straight, no dents, no cracks etc.

So Rourke have confirmed it's not one of theirs. Thanks for everyone's help and advice here and also apologies for any disappointments caused.
My bet is probably a Holdsworth as there are a good few online that look identical to this one. Still open to suggestions, however!
It still holds that it's a beautifully made frame and just need some TLC to sort it out.
Also price drop to £220.

Ok so i started stripping the paint off this mainly because it needs it and also to check the tubing etc.
Over all looks in excellent condition below and welds are very nice, tidy and strong. It’ll obviously need some lacquer/spray now but is a great project for someone looking a unique frame and bits.

531C is the same as standard 531 but was rebranded with the additional 'C' when others in the range were also updated. Maybe 531SL as this was a thinner gauge so is lighter. Not sure if they built many track frames from it though.
