Shimano blocks on Veloce callipers.

I've tried a search and can't find anything, does anyone know if this is possible ?

I suspect answer is no, or maybe. Thanks in advance.

If you replace the brake pad holders as well, it works fine.

I'm fairly sure I've used a fixed Shimano block in my Veloce caliper. Can't see why the ones with removable pads wouldn't fit.

I think only potenza holders use Shimano compatible pads.
But as @dbr point out it's the holder.
