I see three possible solutions:
Silver solder stepped sleeve into the existing tube and go down to 25mm seat post. Currently it is 27.2.
Replace top part of tube. Maybe for a stainless tube section. Beefy one. Maybe it's a possibility to go for a dropper post even.
Cut tube clean where it is and invent smart clamp solution. Like a quill stem perhaps

It is a wishbone seat stay. Bottom one might be a solution. If I use a hinged clamp I might avoid removing paint even

It has been developing over some time. When I got it back from paint there was a small hole, which then developed into a crack slowly.
When I first build the bike in 2013 I couldn't afford a reamer and chose to ride it for a good bit with the post not properly fitted. I didn't know better back then. I think that has deformed the tube. Then when I rebuild it and reamed it post brazing I will have come close to the limit of the tube and then the painter finished it off with his sand blasting. -

I can't bend my tiny mind around how that happens, I mean I've seen it before but if the seat post extends into the seat tube lower than the crack and it's a snug fit how does it happen?

Let us see how long it lasts. I consider it a temporary solution, but it is seem surprisingly sturdy.
Eventually I'll have to replace the seat tube I imagine. But I don't have time right now and the bike is important for my sanity -

until replacement, are you cutting it down around the crack, or just leaving it be like this?

I made a crown race for the balance bike and sorted tube for the handlebars.
I also made a top cap, but I think I'll use the CK one that comes when th the headset instead. Efficient evening on the lathe.The welds on the forks ended up a bit messy. I'll see if I can smoothen them out a bit before paint.

Not sure I follow? I did cut off the tube and sand down to the crank. Hence the weird wavy shape.
