Those don't look quite like VO mudguards, the chainstay end looks different and the front one is too short. At the very least they've been modified.

My 7800’s clear a gp4000s2 in 28mm that actually measures 31.5mm just fine.

Don't know the actual reach, but 5800 is officially spec to clear 28c tyres. Where previous Shimano road calipers max out at 25c officially.
So probably would not be exactly the same.
