The viking is as cheap/bog standard as it gets quality wise. The frame could last you a lifetime but the components are cheese.
I personally don't think it should cost over 200 quid.
It could do everything you want it to but something second hand could be cheaper and better. -

The best 'cheap' bike you're gonna get that's not poorly made with crappy components is a Fuji feather.

Cheap bikes are generally shit, with heavy shit components.

Cheap bikes work out more expensive as they fail and have to be replaced. They are also less enjoyable to ride and so you will ride less.

I had a viking as my first ss road bike, I rode the hell out of it but in retrospect it was shit and I wish I had gone for something better right off the bat. Then again I didn't have a clue back then and it was a learning experience.
56cm is a good size for you, keep one eye on the classifieds until something comes up in that size that you like and is within budget.
