It's impossible. The tape is too thick.

This beautiful frameset is up for sale again.
Great ride, huge clearances and amazing finish.
No headset or BB.
Also the dent is a lot less of an issue than what it appears from the photos. Besides it has been like this for few years. Used with a front mech.
