If they have a surplus of something, what else can they do with it?

They may be profiteering from it, but equally it may be legit.

Are we defining any charity selling something that was donated as 'profiteering' now? Would 'fundraising' not be a much more appropriate term?

What's the source of this? Is it actually true?

They're not expected to stockpile every little thing until they find a use for it are they.

What's their alternative? Stuff they don't need they just donate to some other charity?

I imagine there's rules against that, as donors would them be indirectly giving to charities they may not have wanted to.

He's referring to fraud that happened years ago, and was uncovered in 2015, so nothing to do with Grenfell.

As I understand it, British Red Cross shops are selling items donated for Grenfell because they have more than they can give to the former residents by a factor of several hundred. They are ring-fencing the money from sales of those goods to be donated to the Grenfell fund.
