So the 650b g ones should fit with mudguards?

Not trying to be evasive, but there are so many variables it's hard to say. Above is stans iron cross, velo orange and gravel king 1.5 and they all just fit. With the hed Belgium rim there is more room, with a Ryde rim they don't fit at all. What are your wheels?

The idea is the wider the rim the more chance of vertical clearance as the tyre 'balloons' up less.

Panaracer Gravel King in 28mm?

Seems a tiny tyre to use and loses benefits of 650b as having nearly same circumference as a 700 wheel.
