Does anybody know why these frames had a drilled seatstay bridge but an undrilled fork?

Most likely a standard part, the seat stay bridge is used across a few frame's so use same part rather than spec an undrilled one. Economy of scale, buy 1000's of a single part that has multi applications against ordering a small number of undrilled at low volume which would drive price up.
Talking pennies per frame, but x 1000's thats dollars of profit margin.

^^ A 1mm spacer on the drive side BB should sort that nicely.

Crank on the other side is equally tight. 73mm BB would definitely be more appropriate.

Having issues with brake bridge clearance. Bike has guard eyelets and I want to run them, but no amount of fettling will stop the tyre binding on the guard.
Currently running 25s on Open Pros. Would running, say, 28s on wider rims (say 719s), give me more vertical clearance?

This was my parts-bin commuter/beater when I was living in Melbourne. Squeezed the biggest tyres possible in to make the tram tracks less of a hassle, plus it made it more fun to ride. Only rode it in the summer, but you could hear when the tyres picked up a bit of sand/ grit.
