Not sure it would be correct to suggest that the funding is dependent on Norway/Sweden relations, more inclinded to think it has to do with EEA/EU in general.

If you are in the EEA you can get some funding as you are paying the fees.
If you leave the EEA of course you get nothing.
But that's OK the Westminster government is going to return all the savings it didn't make to NI/Wales/Scotland ;)
