I need to find out the rise of this bar. Find something with 20/30 mm extra and get the stem in a more common measurement of about 17º hopefully less. Also get the top tube rotated slightly anti-clockwise.

Any rise in bars = 100% benefit.

So onto the forks. I'm looking for a disk fork. Guessing the frame will be fairly large diameter aluminium tubes, so I think it'll have to be a carbon fork to keep it congruous.
What is the deal with the tapering of forks? (i.e. 1 1/8" -> 1 1/4")
I'm thinking this will be classic external headset 1 1/8 all the way. I'd really like to keep the weight to sub 500g without having to spend a fucktonne of dough. Any ideas? -

Get a 44 mm or tapered head tube so you can use a tapered fork. Otherwise you're fucked for inexpensive options. There's the ebay one for £30 or something but just barely clears 28s i think, @bankiren had one on his kaffenback. That's 375 mm a-c. For 390-400 mm there's the kinesis dc37 or the condor fratello in the <£200 class and some aliexpress thing listed as available with straight or tapered steerer
