After the last couple of weeks I'm now sold on capes/ponchos for serious wet commuting.
I've been using this decathlon one

which is really for camping trips but it's done the job.
Doesn't have a way to clip onto the handlebars though so my knees get wet. What do people use, pegs? -

That's got sleeves, not really a poncho / rain cape IMO. Buy a proper one.
If you are on a budget the Vaude Valdipino is decent and has loops.

My brooks one has little tags with magnets on then. Worked pretty well. It also has sleeves!
I've got an earlier version of this. As you say, it is very boil in the bag, so even the easiest of efforts gets a sweat on. I rode 3 miles from the station to the office yesterday and it kept me nice and dry but I was fairly sweaty when I got to the office and I just pootled along.
