On TFL roads Khan has final say, On borough roads Westminster would have final say. But Westminster's provision for cyclists is so shit, cf Baker St, that would be no great loss.
Khan should do what he can on TFL roads, show people how well segregated tracks work, then let political pressure work on the boroughs. His policy of "zero conflict" will get nowhere and has got nowhere.

I'm trying to work out exactly what Westminster are seeking to review. The route doesn't enter Westminster until the park, so are they saying that the Swiss Cottage works will displace traffic from Camden into Westminster to such an extent that no reasonable authority could consider it a reasonable proposal?

I've just had an email from TFL re: CS11 and delays during construction. Are they doing the whole thing or just the section around Swiss Cottage? It looks like the latter from the links on the email they sent but there wasn't really an indicator what the full thing used to be.

Given the judicial review by Westminster it's probably just Swiss cottage. No tracks down park road and no gate closures.

CS11 is blocked by the courts, Westminster's objections upheld.
Westminster are obviously shits but it makes a mockery of Khan and Norman's softly softly approach. Anyone still clinging to the belief that decent infrastructure is just around the corner?

By this rate Tavistock sq and cs9 also look to be going bad... the anti cycling movement will be full of beans now.
Khan could have told Westminster to piss off but then they'd block any plans thru the borough I guess.
