Depends on where the cutout in the seattube is I think. For example this Salsa:
(It's at the front so it's reversed.)

I think it probably makes zero to no difference which way the clamp is, but on my CAAD 10 the camp has a little rivet that protrudes, so the only way that it will fit is with the bolt to the front.
