Well yeah, that does actually help. Would you prefer to have some dictatorship remove a year of schooling for their kids to fund the infrastructure requirements for the Worlds? I know what you're saying but some countries might still have other priorities for their cash. Of course the UCI could chip in...

The vast majority of the UCI's revenue comes from the hosting fees and tv rights for the road Worlds. I'm sure they'd love to host it in Africa, but the hit to their revenue streams would be severe.

Good article on Inrng about the attraction of long-distance pro races (Paris-Nice, Milan-San Remo etc.)
Basically saying that the very title of the races invokes distances that impress spectators, who would only consider those journeys doable by car or train.
Imagine if they started promoting a one-day classic in the U.K. called London-Chester (for example) or Cardiff-Bangor. That would get people out, because they can relate to the distance travelled.
Having said that, cycling isn't struggling to attract crowds in the UK. And the article actually goes on to discuss the attraction of shortened pro races, which generate more action.
