That's a bit harsh, Padun had clearly demonstrated he had talent well before the Dauphine this year, he had a very successful career as an u23 rider. Unlike JTL.

Yes. Ineos currently have 31 riders contracted for next season, which is the maximum allowed under WT regulations, so they'd have to pay someone off to free up the space.
