Is the logic simply that teams exist in cycling for a reason, and to form greater coalitions is not acceptable?
It seems pretty shitty and harsh to see someone penalized for something that, on the face of it, came about from what looks like an act of good sportsmanship.

Exceptionally harsh when it wasn't a stage where the assistance would enable Porte to gain anything (other than 'gaining' a smaller loss) and exceptionally ill-judged when it looks like the commissiares are doing it to favour Aru and that does a lot more to affect the credibility of the Giro than showing discretion would have.

Commissaires are able to use discretion, rather than having to stick to the letter, and do so, for example, when riders are outside the time limit. It's inconceivable that they would have docked Aru two minutes. Whether that is fair or not I am not sure, but penalising Porte, and then saying they have no choice, makes them look ridiculous.
