It's as old as pro cycling itself. It's less common these days, granted, but it used to be very common for the top riders to ride a custom made bike by their builder of choice then rebadged as the brand their team rode.
I know for a fact that the bike Cipollini rode to win the Worlds at Zolder in 2002 was not a Specialized, because I was in the premises of a well known Italian bike builder when his team came to collect the new frame for the Worlds.
