just found this similar take on a dawes galaxy in raw steel

If you are looking for a raw finish, I have a frame the I cleaned up with a wire brush attachement on an angle grinder then a drill, the finish is quite shiney. Seems when frames get blasted they seem to go quite matt. Will stick up some pic after I paint the clear coat on top.
That way give you an idea of how shiney the frame can be under clear coat.

There is one on here the guy did with dura ace etc that was a pretty shiney finish. Drill is a good idea, then finish it with wet and dry.

And then are you going to seal it somehow?

Powdercoaters - clearcoat, decals, then car laquer over that. Route brompton and rivendell go down, so fingers crossed.

Lacquer but unsure of the adhesion hence for mine is straight after the wire wool.

Sadly my 7 speed hub cannondale commuter got robbed after I left it locked outside after a few too much brandy, used this as my shopper/communter, so thinking the galaxy could fit this role very nicely indeed.
32c's (or ideally bigger), guards, nice heavy rack, rigida snyper rims, dynamo. Keep the 9 speed 105 triple.
only pest is Sti's, old school cantis, fork is 700c, rear is set up for 27". Seriously considering just taking off the braze on canti mounts and fitting tektro 53/73mm and calling it done. Looked at a set of shimano altus as well. Dunno.

What's the issue with using STIs and the cantis?
Or do you mean the brakes won't reach the rims when you use 700c wheels.
I wouldn't take any of the braze ons off a frame like this.

From what I have read sti's can be funny with old cantis, as pull is not enough.
Think what I am gonna do is buy some cheap altus cantis and see if I can get them to work.

Never had a problem with STI's on canti's. That's a beautiful Mercian by the way.

here's my daft (semi) stripped galaxy... I was supposed to finish it properly with clear-coat etc but still haven't bothered. One day soon the forks will rust through and kill me. The photo's from the summer, it looks far more like a piece of shit now:
