I spoke with my uncle that works as PR for OPQS and he told me that the UCI gives permissions to teams to test products prior the public release, of course is a paid procedure but I guess is kinda vital for R&D...

how does that uci rule fit in with sram using prototypes at the tour of california?
Equipment doesn't have to be on the market already, it just has to be offered within 9 months of being used in races. So, Pro teams get the initial objects off production tooling (see the latest Campag groupset with 4-arm crank, for example), not prototypes, and the manufacturer then has 9 months to ramp up full rate production for the general market.

Well that's interesting given SRAM said 12 months for the wireless. Plenty of people have said it looked like a product that was less than a year away from going to market.

I'm not sure what exactly the 9 months refers to, and I guess that would be a matter for "negotiation" with the UCI, but given the usual production schedules, I would expect SRAM could offer them to OEM buyers within 9 months of first race use, which would mean they would start appearing on MY2016 OTP bikes around Fall (as the 'merkins say) 2015, and might not hit the shops in quantity as aftermarket components until spring 2016. I don't think UKSI have actually delivered any of their £100k bikes to cash customers, as their marketing material indicates long lead times even for approved buyers.
I think the UCI regulation is really a precautionary instrument which they could use if a manufacturer breaks the actual rule, which is "Don't take the piss". They're not going to bust Trek for trying three different versions of the next Domane in the spring classics and then shipping a hybrid combining the most successful elements of all three to dealers the following autumn.
