I'm gonna spend all my time on HHV for 2017, I'm sticking with 23mm clincher, unless is there's a good reason to go tubular?
For the sake of 20 mins to change a couple of clinchers I'd opt for two sets- something nice for LVV only and use something tougher for Herne Hill. HHV can get a bit gritty in the winter, and the coaches at LVV can be precious about what you put on to the boards.
