It is. Full bike, only real issue is the front rim which is bent.

Nice nice nice, fun project just cleaning and fertling about with that! The hollow Durax cranks aren't they? Just that rear light looks like a fun project :)
N.B. if you're binning the stem I'd love to take the 2 bolts off your hands! The ones I've got are not a pair and a bit pitted.

The light is a Starlite. I have a front one, I can sort you out with a battery adapter to make an LED work in it if you like

I got my lamp NOS from eBay—I have another one in the cellar that is about as rusty as yours! The bulb I used was one of these I think—the adapter puts three AAs in series to provide 4.5V in a C battery form-factor.

The hollow Durax cranks
The hollow French cranks are Duprat - but I think the companies are linked or are the same.

Many screws and seatpost came out as they were as easy as they were just been screwed in.
Seatpost is of course stuck, but I don't think it's "hardly" stuck in.
The cotter pin driveside is stubborn. The screw on the other side a bit too, but I think I just miss imperial tools for that.
But 70 years and everything spins as if nothing. Even the chain is flexible and "smooth"
