I had similar problems with front on a 90's Dawes CX with Tektro 720s / Mavic A319.
I ended up just getting a 1" threadless carbon fork. The rear was fine though.

yeah. leave the haters. (;)) budget is not applicable any more and its radddd to maxxx. you'll sort it out fo sho with that shop of yours with magic spare parts drawers all over the shop

Seriously, keep the group and get some Tektro CR720's (or 520's because they're the same thing as the 720's but with shitty pads you're getting rid of anyway) and some Kool Stop slimline pads and you'll be fine.
I had the same problem on my vintage cx bike. Had Frogglegs and they fitted, (barely on the front, fine on the back), but they were terrible at stopping in the wet, even with salmon Kool Stops. The pads barely had enough clearance to clear the rim when fully open because the back would hit the fork legs. I ended up getting Tektro 720's and slimline Kool Stop pads. So much better in all conditions.
