I definitely don’t remember the bars being tilted in it’s previous incarnation and I did a few miles on it. Think it would have to be the stem, which is a massive PITA with rewrapping etc

It's also that the stem is aluminium which doesn't, in my limited experience, enjoy being bent.
You don't notice it when riding the bike but I'm keen for the stem not to snap when I'm riding the bike because I decided to ignore a slightly wonky handlebar...

I also had this once and it turned out the headtube was out of alignment. Hopefully this isn't the case with your build.

and I hope the stem isn't bent as for what it is worth I think it looks perfect on this. just give a nice bit of weightiness to the front end.

Taking the opportunity to fit some Teflon liner to the anti-diluvian cable guides whilst in changing the cable tensioners.

That definitely looks better than the cables just slowly sawing through the BB.
Probably just the photo but is the tyre not quite centred? I found that the rear QR needed to be REALLY tight to stop the wheel moving towards one of the chain stays
And of course the original barrel adjusters turned up one week after the build

The rear wheel was on the wonk, I find that I need to take the bike out of the workstand, wobble the wheel with the QR undone to centre it, then do the QR up in order to re-centre. Trying to centre the wheel whilst the bike is hanging in the air (for me, anyway) never really works).
It's now straight in the frame so I can get the cable tension for the rear mech correct.

Mainly because it is going to be really annoying if the stem is bent.
