If so can anyone point me in the direction of shorts that are not as baggy as mountain bike ones, but not as snug as lycra?
You can get some some mtb shorts that aren't ridiculously baggy, though you'd need to try on a few for size.
I find it most important that they dry quickly, so that my dangly bits don't boil in their own sweat all day*. The thin undershorts tend to do this better than the thicker padded ones imo.

bibs + pair of board shorts over the top. Zanda and I both employ this technique. These are my fav: https://shop.hurley.com/department/phantom-10007.cfm as they reduce the friction to being between your bibs and the shorts. winning.

I've done a 107-miler in jeans. You do notice the seams towards the end.
Because you've worn right through any nerves in your undercarriage anyway.
Just get some mtb shy shorts if you're, well, shy.

Lyra also only seems to work if you are wearing cycling shoes, you look a bit of a prat otherwise.
Unless you're in Belgium.
Well, you might still look a prat but once you tell the locals/barkeep that you're from Oz and you just want to drink and watch the Tour.. they love ya.

Another +1 to lycra and touring shorts. I tend to get cold in just bibs so the touring shorts are great. And tight. but not too tight!

Bibs, then get jeans with Lycra in them (top man do them and they're 30 English pounds), cut them off as shorts.... Done. Clip less shoes look too flexi as pictured above, stiffer shoes will work better. Your feet will thank you. If you'll be off the bike a bit get mtb ones so you don't knack your cleats... Or do what Dimi said. Strong.

What's the reason for not wanting to wear lycra? Is it just the self image/shyness thing? Or something else (like allergies)?
For me; rides over 30 miles are lycra only, anything with seams should be left at home.

tweed breeks, comfy and you get to wear them in the tweed run - if lucky enough to get a ticket!

Rapha touring shorts work quite nicely over bibs, but they're not cheap!

Seams not as good. Much rougher with swrve. I've got rapha touring and two pairs of swrve - up to 40 miles, no difference. Above, rapha kicks swrve ass. I'm doing barca to alicante in september - 400 miles in 4 days. I'll be on rapha touring shorts with bibs underneath and lashings of this:
