it seems that the places where lots of stationary traffic is allowed to build-up, e.g. Euston Road (nr. Kings Cross station), are the most polluted, from all the fumes in the air…

Isn't oxford street the highest monitored polluted area in London? It is all busses and cabs so why not get those sorted first!

.. and there still seems to be a fairly regular amount of HGVs trucking-it through Lundun-town
(which vaguely reminds me of possible exemptions of some kind for construction vehicles..)

Busses aren't exempt. The engines have to meet emissions euro regulation, can't remeber off the top of my head. Example is the double decker bike bus that has a later engine fitted to meet the LEZ regs and no incur a fee.
Also didn't studies show that the pollution is worse inside the vehicles?

Not for articulated lorries. They have to meet emissions and meet certain euro spec.

We would like your views on the proposed Ultra Low Emission Zone which would operate 24 hours a day, 7 days a week in the same area as the Congestion Charging zone.
The zone would be introduced from 2020 and aims to encourage the use of newer, cleaner vehicles, reducing vehicle pollution by half.
All cars, motorcycles, vans, minibuses, and heavy vehicles would need to meet a new emission standard or pay a daily charge to travel within the zone. The proposed daily Ultra Low Emission Zone charge would be in addition to the existing Congestion Charge.

i have done the questionnaire supporting the proposals.
and asking for further regulations to control noise emission from motor powered vehicles.

I object to the idea that people can pay to pollute. Just ban these vehicles.
Has anyone heard that the new 'routemasters' are being exempted from the ULEZ? Jokez. And no one pays on those buses anyway!
