Where are the angles measured from? If the point of rotation for both tubes is their projected intersection with the ground, then they will both make exactly the same amount of difference, assuming the bars are level with the saddle (which they are in my case).
I'm not sure what the st angle on either frame is, I'm afraid; one is no longer in my possession and both are 18,000 miles away. Gazelle looks like 73 from that photo at least.
I would post my 29er but it looks disappointingly normal.

Apparently the majority of manufacturers (this Ribble diagram explains it clearly) measure from an intersection with an imaginary line between axles, meaning that the HT and ST angles have precisely the same effect on reach (assuming bars are level with saddle).
Planet X measure ST from the BB and HT from axle line, meaning the HT has marginally less effect than the ST.
I haven't found any diagrams to suggest that the HT angle makes 'very little difference'. If your framebuilder told you this, I expect it is because he measures in a different way. But then again perhaps I am just being thick.
I was sceptical about "1 degree = 1cm" because it obviously depends on the length of the tubes, but according to Mister Casio the difference is minimal:
74 to 73 on 52cm frame = 0.7cm
74 to 73 on 64cm frame = 1.1cm -

That's why I rounded it to the nearest cm, as it's easier to explain the difference to a customer whom enquired to why their bike feel different to the other despite the same saddle placement on the rail.

I'm not really T-Rex-ey but I figure you guys might be best to ask about stems.
I have fitted dirt drops to my mountainbike and find I need a shorter and/or steeper stem - currently a +15deg 120mm 25.4mm clamp Thomson. Thomson don't make anything steeper so I need to go with another brand. Any suggestions that's not the usual Trans-X type muck which is all I've found so far? Ideally wanting 30deg or more and probably 100/110mm.

Where's the brotherhood of longbacks?
57.5 TT with 110mm stem and 25mm setback for a comfy fit.
It's 60.5 cm ct on the ST mind so legs are proper longue too! -

Wondering if I fit in here...
But first let me get this straight. Does the brotherhood require short arms? I think I have normal arms but loooong legs and a short torso. My biek fit came out with a short reach and a ridiculously high stack. I've only just noticed it really.
I can get away with any normal frame with a 580mm top tube, but then need a big amount of seatpost sticking out and a fat stack of spacers. Still get about 4omm saddle-bar drop in there too.
I'm almost ashamed to post what my bar reach and stack were.

I'm the same; I could probably get away with a 58/59st but with a 56tt I still feel a little stretched, and my arms are far from short!

T-rex doesent really exist; its a rider preference rather than a requirement.
Is your leg at 90º in the first stretch?
How close can you get to the pic in the 2nd pose and hold it?
How long can you hold a plank?
Angle of headtube make very little difference, it's the seat angle that actually make the biggest difference.
1 degree steeper = 1cm longer top tube.
