That argument assumes the only appropriate sentence is one that mirrors the damage done by the crime, rather than one that helps prevent crime by any method.
My point is: If lazy driving is not calculated then harsh 'punishment' as a deterrent might not actually be the most effective way to tackle it - because the sentences are never considered. The driver is not considering the effects of what they're doing.
I realize this has natural limits., and each case is different.
This is a matter of judgement but I don't think a crash that puts a cyclist in hospital with a cracked rib etc. is a minor collision.
