Coming from industry experience, people really do underestimate how much time and effort it takes to do a good job, comments like "well I only want this little bit spraying" are quite common. Before when I've helped my father on a hot-rod project, he spent 2 years full time just on the body-shell to get it perfect.
If you're looking to get your monies worth out of a sprayer, take them a bonnet or a door, not a bike frame. It's the preparation of a frame which is where the time really goes, £200 for a paint job is a very good price!
There is no real 'set' amount of how much you can ask for a paint-job, but you truly do get what you pay for. If I had a customer come to me wanting a black to look like chrome, no problemo.

The wheels need to be relaced though. You can't put that much time and attention into the frame and have spokes crossing over the valve.

Ha, don't think I could bare to rebuild the wheels, I will see how the weather and my OCD hold up though.
I do have some NOS Zeus on Mavic OR 7's, but the rims are gold so prob a bit much for this... -

don't bother.
just drill a hole in the rim where the spokes are not crossing and put a layer or two of rimtape over the old hole.
10 minute fix. ;)

What's made you decide to go for 20's? Lower rolling resistance? Look more like classic tubs? I ask because I'm pretty sure I've only ever used 23's. what are the pros and cons?

old steel track frames were build for max tire clearance of 20c, sometimes 19c, so there's no space for 23c. also less is more regarding roll resistance (bike is for v-dromes!)

has the fork been tight like this or you had it modified?
in which case I would really fo at least 23c front clearance, it is a pain already anyway. -

Yep, the fork is non original and had it tightened to match the rear, which has the bridge bashed in to fit 23's.
20's are for speed on the dromes, which I am yet to go to, but will...

just enjoy the learning curve. it's like a hill. put in the hard work and enjoy the descent ;)
