CAAD10 have a decent amount of clearance, so I reckon the PDW's mudguard might work.
I managed 29mm tyres in the CAAD10 with Ultegra 6700 brakes on it.

I think the US made ones will have a Made in America/Made in USA sticker on.
Anecdotally, I also think that the US made ones always had the welds cleaned up very smoothly, while the Taiwan ones usually have rougher welds, though I could be wrong.

I've heard that the CAAD8 had slighty thicker tubing, which could be better for someone more 'heavy set'

I have ridden the CAAD 9 on a 25 mile test ride from my LBS and it is similar to the CAAD 8 with the only exception that the front end seemed stiffer, it seemed to me that it tracked better in turns than the CAAD 8, it was every bit as comfortable and responsive as the CAAD 8. I asked the shop folks and they said that the front end stiffness is where Cannondale was focusing on. Essentially the Pro-teams that Cannondale sponsers, commented that they wanted a stiffer front end. They als commented to me that the Cannondale sponsored teams tend to push the bikes closer to the edge of the bicycle envelope than the average weekend rider and that the oversize heat tube is more suited for those riders that tend to be aggresive.

I think the differences in the Old Top of Line CAAD8 and the newer USA and Taiwan built frames are discussed earlier in this thread.
To summarise the Top End version is a Six13 without the carbon and may or may not be BB30 and may have a full crabon premium fork. The newer USA built frames came with a ultra fork and weren't BB30 but had the race geo. The non USA frames - as I understand it - have a more nodder friendly geo and have different tube shaping to both the Top End C8 and the CAAD10.

CheersCAAD9 has a swagged seat tube and different tube profiling on the head tube / top tube junctions. Top tube slopes at a larger angle making the frame semi-compact.The down tube isn't triangulised at the headtube junction either. I believe they share the same integrated headset headtube and the same non tapered fork, so I don't know what that bike radar piece is referring to when talking about 'oversize'.
