Looks slightly too small to me, super short saddle rails and saddle slammed and stem is quite short relative to size.
However it's an off the peg...the size down may have been too low.

would agree with @Tijs
if the frame had other colours on it then you could use them but if its plain you don't have as many options IMO. I seem to remember there being some look-a-like chrome spray paints that could work rather than actually getting it chromed (which would be, as mentioned, very expensive).
