WTF is wrong with the steerer/stem. Is that what an ahead converter looks like? Or is it an odd spacer stack?

Does look like a threaded headset though, probably a converter.

I looked up the nitto reversible stem. @Shl is right, that's what it is. It is a quill stem with a little ring at the top that keeps the ahead-like stem piece in place at the top. It's like a proto ahead setup that is effectively a built in converter. It looks horrible to me. Look at these things
