I think the point with bars like that is to have the the ends of the bars low. The end of the bars is where he grips and they are actually sloping upwards. But it is quite silly as it is like having roadbars without the hood position (having only top and the drop position available). He didnt get the memo that compact or ergo is cool at the moment as well.

well, atleast he can choose quite easily does he want to ride cannondale track with risers, drops or bullhorns. Most of us need to change the bars for that, even if we do have the frame.
