Girl sprinters wear thick gloves all the time to avoid touching opponents wheels. Also if the opponent comes round the top, his or her wheel will be higher up that yours adding to the problem.
The way I see there is grip in the bottum, it just seems less torn than the grip in top giving a slight illusion. Chain might be tight because its a road setup and a smaller cog for the track would put the wheel in the middle of the fork ends.
...that said, the drop is rather intense, and my drop on my bike is 41cm. But then again, Theo Bos had the most intense drop I've seen in racing.

I think you need to read the rule book.
And I think you'll find the bars in the picture you linked to are not below the wheel, ie. if you put a straight edge across the drops it wouldn't touch the top of the tyre. That's how UCI officials test them.
I doubt morphological exceptions are allowed on that one.

You are right and the bars might not be below the top of the tire, but their fingers would undoubtedly touch the wheel if it was close enough.
The point is that having the bars below the top of the wheel doesnt meen that the person doesn't know anything about bikes. He might just be ignoring UCI rules which plenty of people do anyway. Real japanese keirin riders don't atleast.I'll give you a couple of things though. He seems awfully thirsty with all that water, and having worn the top part of the bartape suggest unreasonable riding position.
