As already mentioned, threshold was the word they were looking for.
The context was relating to deductions from their pay, they felt should not have paid income tax due not reaching the threshold for taxation.
I should have left the word tax at the end of their sentence.
I really wanted to reply with "threshold" in my answer at least 5 times but ended up not being a dick and glazing over it -
