They seem to congregate on the anti-pigeon net of my balcony every June. Strange, because I don't see them on the lower floors.

Forgive my ignorance.
I'm not wishing to be insensitive to anyone's personal plight.Getting drunk does lower your inhibitions and make you more susceptible to manipulation, forgetful, less physically able etc
These are qualities that an attacker would seek out in a potential victim right?
If those numbers on the poster are correct, then the government has seen it necessary to warn people who may be targeted.
I don't wish to trivialise it of course but is this not similar to "Don't carry cash on show, thieves operate in this area" or "Don't leave your bag in your locked car because thieves will target it"?
From this poster, I get "Be careful when you drink because sexual predators prey on people who lose their faculties whilst intoxicated" rather than "If you have a drink and are assaulted, it is your fault".
Am I missing something?
Why the outrage on the internet?

^ I was just trying to write something like that.
I don't really see the poster as victim blaming, just ham fisted advice on crime prevention. At worst I would say it is the type of campaign that could be used to (wrongly) justify victim blaming by the type of people who blame victims.
EDIT; maybe it is ambiguous enough to be seen as victim blaming.
Without resorting to being a dick, can someone talk me through the line that exists between victim blaming and crime prevention advice.

That ad will get it's fair amount of press due to it's controversy. I agree with privatepatterson though, reads more like a warning to me, and I'd file it under common sense.
