I think it depends on if you call it 'Darby' or 'Derby'.

Weirdly I think Derby might be north and Nottingham south, Leicester is definitely south.

Its easy, both the BBC and ITV have their regional programming (Including football coverage) split as follows.
Sheffield is Northern.
Derby, Leicester, and Nottingham are East Midlands. (BBC have their East Midlands studio in Nottingham)
Stoke is West Midlands, and the most Northerly midlands city
The people of Crewe claim it's the most Southerly Northern town, but nobody can remember any TV company covering anything about Crewe, so its difficult to prove.

How about a line between the mersey and the humber? Means Manchester is north but Doncaster is in the South... happy enough with that.
