Lugged area is thicker metal and certain welding can give very localised heat that should not distort or damage the frame. Will need a repaint or will be fine to touch up. Cheap, but the welder needs to know what they are doing.
Or if you are worried or can't find anyone to do it you can get the head area replaced.

JB weld is pretty strong stuff. on one frame i built the tubing which the rear brake mounted to had been crushed by somebody overtightening the brake bolts. i had to re drill and then use jb weld to fill part of the previous hole. the rear brake is bolted to half metal, half jb weld.
also used it on a cracked water cooled exhaust silencer. took the heat and the water pressure.
