What did ken actually do to get the bikes there? He was out of office before he'd had a chance to finish the sentence "hey lets get some bikes and..."
Might as well credit the French and call them all Velibs.
The first person to apparently propose a hire bike system for London was Lib Dem Lynne Featherstone in 2001, no doubt looking at smaller schemes that predated the Paris scheme. That didn't get picked up, but the LCC's renewed suggestion a few years later did. :)
