Im with Bill on this. Black and White, keep it simple.
If you dont want to 'discriminate' you adopt the grass polo rule of the invisible line that goes straight through the midle of the pitch and no player is allowed to cross it.

The "guns don't kill people" analogy does not hold. Left-on-right charges are an action - one that is inherently dangerous because of the mallet-side mismatch - not a passive object waiting to be used.

Penalise when? After one or both of the players are lying on the floor with bent forks and broken bones?
Aiden was super, super quick & very skilled, and one should not generalise from him.
Left on right charges have far too much of an element of 'chicken' to be safe, especially when so many players are running rear-brake-only set-ups. I never charge against a right handed player because I do not have enough faith in anyone that they would be able to see & stop in time if it was clear that I was going to get the ball first.
It's tough on left-handed players, but hey, it could be worse: left-handed players are not permitted at all in grass polo.
