biggest difference in manchester IMO is the number of minicabs per vehicle on the road. roads are full of them and they are so badly behaved.

i think that experience on the road naturally produces an ability to know when its a good time to take lane. when i first started commuting years ago i would stick to the left and wonder why cars pass within an inch of me on a long left hander.

Their site's already been taken down and replaced by:
We're very sorry for the offence caused by our efforts to create debate around the critical issue of cycling safety.
We're hugely pro-cycling and have dozens of people who ride into the agency every day. We wanted to do something that would highlight the plight of cyclists on the road, as well as open up a debate about some of the less smart practices a minority of cyclists follow, like jumping red lights.
Again, we're sorry for the offence caused, it won't happen again.
Anyone who writes such godawful limericks deserves all they get. :)

There's still plenty of garbage in there, but for once the balance seems tipped in favour of the sane.
Good point re easy targets
I know some of my women friends feel they get more hassle from drivers than blokes they know
Perhaps some drivers are cowards and go for easy targets as you suggest
