I have seen the police signal to cyclists to dismount while on the pavement. The law is certainly there for a reason, if someone is a complete and utter cunt and thinks its OK to do 20+ mph on the pavement, they will then have the power to take action. I really can not stand people who can not differentiate between situations. cliveo gives me the impression he would lock up a 7 year old for cycling on the pavement.
'The beautiful girl' says that I have to have empathy with the other living souls on this planet so I do try to be respectful, polite & courteous in my occasional law breaking. Although I have to take deep breaths and count to ten and think of Jesus when people start wagging their self righteous fingers at me.

Didn't Clive make it clear in his first post that the man was in his 20s?
Also the speed needn't be 20mph+ to for it to be anti-social, a collision even at walking speed would be unpleasant. Especially to and elderly or infirm people who may be using the pavement. It is not solely for the cyclist to determine if their actions are dangerous, you have to take into account other peoples perceptions of danger and the distress it may cause them.
From Clive's description this guy had no need to be cycling on the pavement and calling him out for it was the right thing to do.

No, calling him out on it was not the right thing to do, it's not his place to enforce the law. Jobsworth but not actually his job.
It's not a matter of it being against the law, it is about what is and isn't acceptable behaviour, it's about living in a society that takes responsibility for it's actions. Why should we wait for the Police to turn up and tell someone they are being inconsiderate? In fact don't we live in enough of a Police state already? Shouldn't we take back some of the responsibility?
