http://en.wikipedia.org/wiki/Less-than_signbit late on the reply but the convention would be to put the larger number on the left and then the signs are the way they are above. however if you put the smaller number to the left then the signs should be reversed. so in your spreadsheet you have 50,000 > 59,999 for example, which reads 50,000 is greater than 59,999 which makes no sense.
I hope that's clear but i'm not sure i explained it too well. -

And they are non working through choice, of course. And the only value anyone has is monetary, of course.
Believe it or not, many people do make a choice not to work and while they are not working they don't add any value in any other way.
