There's shops where you can take rims and hubs, they build the wheel for you it's great.. Edinburgh cycles are doing it for 1250p

Lace them up yourself for the practice then get somebody else to finish them; surely there's somebody at your Action 21 thing who can build wheels and show you what he's doing?

my old wheel that still has a puncture has a 32h rim, if I could just buy the front rim and tire that would be great

Your 32h rear rim is badly worn, and you're just going to have the same issue when you puncture the tubular as you have with the front. Do yourself a favour and get the matching front/rear set now. But, if you really insist, £65 for just the front.

nah im converting it to fixed or SS so I'm using a new rear wheel anyway
so both were £70, but now just the front is £65?
