Depends on local regulations if they are connected with the event. In this case, he wasn't, so there's no penalty other than public opprobrium.

Had no idea there was an event on till I arrived on my training ride and pretty sure its an open road, so if anyone was upset they can do one.

I did cut short my warm up to make sure I didn’t get in anyone’s way, as I try to be considerate when there are events on.
